In a complex program, it is critical to establish consensus around the overall program goals and objectives to provide the right direction needed to structure and manage the program. RMC knows how to manage consensus building and we recognize the importance of an institutional support structure. We also understand how to help stakeholders identify criteria that can be used to rank and prioritize prospective projects for funding, for minimizing risk, or to achieve additional agency or regional objectives. We also generate “look-ahead” schedules that identify upcoming activities, key milestones and decisions that are critical path for project and program completion. We incorporate agency’s decision making process into our schedule from the beginning so that the project team can make informed decisions with adequate time for consideration. And, we make sure to account for client procurement and financing procedures.

RMC’s approach to regulatory compliance minimizes delays resulting from permitting issues. With numerous regulatory agencies and outside sources involved in a project, it is imperative to establish contact with regulators and achieve buy-in early on to enhance the project design and minimize future rework. And, we maintain ongoing communication with regulatory agencies, so permitting issues or changing requirements do not delay schedules as the project progresses.

Public Outreach
One of RMC’s greatest strengths is our ability to effectively create, implement, and integrate extensive stakeholder and public outreach programs into water resources engineering projects to achieve broad-based public support. In fact, the majority of projects undertaken by RMC include some degree of public involvement. Many of these projects include stakeholder identification and outreach; development and maintenance of stakeholder databases; preparation and facilitation of stakeholder and public meetings; and recording, addressing, and responding to public and stakeholder feedback and input.

Financial Management
As program managers, RMC collects and organizes the information required for reporting to various funding agencies in a systematic way throughout the program, which typically results in more consistent funding reimbursement. And we track construction related financial obligations and project contingencies throughout the program, and provide regular financial updates. We also work closely with agency finance departments to ensure financing limits and protocols are understood and incorporated into the program.

Constructability Assessment
RMC’s quality control procedures include having senior managers who look at constructability issues to make sure designs meet agency standards, and who help identify cost reduction measures. RMC’s constructability reviews bring results: solid design improvements, time-saving recommendations, and cost-reducing ideas.
